Compliance Officer ICARS supports the development and implementation of cost-effective and context-specific solutions to mitigate antimicrobial resistance in low- and middle-income countries (LMICs). About ICARS The International Centre for Antimicrobial Resistance Solutions (ICARS) was established by the Danish government in 2019 with a mission to support the development of evidence-based solutions to mitigate antimicrobial resistance (AMR) in low- and middle-income countries (LMICs) across the human, veterinary and environment sectors taking a One Health approach. ICARS was initially part of the Danish Ministry of Health but became an independent self-governing institution in November 2021.

While the LMICs are responsible for implementing the solutions, ICARS supports the initiatives through scientific, technical advice as well as proven intervention methods to ensure sustainable, scalable AMR mitigating solutions across the One Health sectors in the project country.

About the position ICARS is looking for a Compliance Officer to join the Resources & Compliance Team. The team supports ICARS’ operations by ensuring compliance, efficient resource management, and high-quality administrative support to the management. This includes, but is not limited to, the areas HR, facilities, working environment, IT, policies, guidelines, security, data protection and contracts.

The position is full-time, and the workplace is Copenhagen, Denmark. The successful candidate will work closely with a Senior Legal Programme Manager and report to the Head of Resources & Compliance.

The Compliance Officer will support ICARS’ operational frameworks across several areas, ensuring that policies, contracts, and procedures are effectively implemented and understood throughout the organisation. The role involves developing and maintaining awareness and training initiatives, providing administrative and analytical support, and preparing materials for the Executive Management and occasionally the Board of Directors.

Key areas of responsibility
  • Agreements and Commitments: Preparation, coordination and management of MoUs, grant agreements, and other institutional agreements including tasks related to the government grant to ICARS.
  • GDPR Management (Data Protection Officer): Oversight of data protection compliance, awareness and training activities, documentation management, and serving as a contact point for data privacy matters.
  • Insurances: Administration of ICARS’ insurance policies and related claims.
  • Archiving: Development of internal guidelines and management of document retention and archiving systems.
  • Travel Policy: Maintenance of staff and consultant travel policies and instructions and related compliance follow-up.
  • Health and Safety: Ensuring compliance with applicable Danish health and safety regulations, including engagement in related initiatives across the organisation.
  • Audit: Take part in coordinated response and documentation during audits of ICARS .
  • Ad hoc administrative support to the Executive Management: Supporting the preparation of management meetings, including agendas, minutes, and documentation as needed.
  • Other relevant tasks.
Your qualifications
  • A master’s degree, preferably in business administration, law, or a related field.
  • Relevant work experience, ideally from a Danish government institution, international organisation, international company, or public administration.
  • Strong analytical and administrative skills, with the ability to work systematically and independently.
  • Experience or interest in compliance, contracts, policy work, or data protection.
  • Excellent English communication skills, both written and verbal; Danish language skills are an advantage.
  • A structured, proactive, and collaborative mindset.
Terms of employment The employment terms and conditions will be based on the collective agreement between the Danish Ministry of Finance and the relevant, negotiating trade union. The position is classified as Officer (“Fuldmægtig”). This includes – among other benefits - a base salary including availability allowance, and a pension scheme.

For non-Danish citizens living outside Denmark, relocation is a requirement. In this case a monthly relocation supplement and a relocation package consisting of a lumpsum and administrative assistance by settling in Denmark is added to your salary.

Please note that your total income is subject to taxation according to ordinary Danish tax rules and not under special beneficial tax schemes.
