To reflect ICARS’ growth, we are now strengthening leadership by hiring a Team Lead to lead the Partnerships, Communications and Governance Team and roll out the partnership's strategy.
About ICARS The International Centre for Antimicrobial Resistance Solutions (ICARS) was established by the Danish government in 2019 with a mission to support the development of evidence-based solutions to mitigate antimicrobial resistance (AMR) in low- and middle-income countries (LMICs) across the human, veterinary and environment sectors taking a One Health approach. ICARS was initially part of the Danish Ministry of Health but became an independent self-governing institution in November 2021.
While the LMICs are responsible for implementing the solutions, ICARS supports the initiatives through funding, scientific and technical advice as well as proven intervention methods to ensure sustainable, scalable AMR mitigating solutions across the One Health sectors in LMICs.

Partner – ICARS About the Team Lead position As Team Lead you will oversee and together with your team members in the Partnerships, Communications and Governance Team (presently 5 positions) deliver on the activities as outlined in the overall workplan. You and your team will work closely with the Director of Operations, and with the other teams in ICARS to deliver on our strategies and commitments. The Director of Operations, who will be your line manager, will be directly overseeing the governance activities (work related to ICARS’ Board of Directors) of the team.
Your main areas of responsibilities:
- People Leadership:
- As line manager for in the team you will handle all HR matters in the team (with support from our HR-team): recruitment, Employee Development Dialogues, 1:1 conversation, support individual professional development, sick leave follow-up, supervising, time management registrations/approvals, vacation planning, onboarding new staff members etc.
- Develop and refine staff resources to enhance the team's capabilities and efficiency.
- Distribution of tasks among team members, considering individual strengths, current workload and well-being.
- Ensuring that tasks are completed with quality and on time.
- Approval of travel plans and costs and ensure that approval forms, safety regulations and other guidelines are followed.
- Provide ongoing individual feedback to enhance job performance and team effectiveness.
- Planning and facilitating strategic collaboration with all categories of partners, nationally, regionally and globally e.g., conducting annual partner meetings and regional seminars, leading on side-events, bilateral dialogues with potential and current partners, planning for the Danish Inter-ministerial Coordination Committee, collaboration with the Quadripartite organisations etc.
- Lead implementation of a Contact Relations Management System in the team
- Responsible for overseeing the team budget
- Leading the further development of ICARS’ advocacy and outreach strategy and activities
- Growing and managing our outreach activities and fundraising results by identifying new funding opportunities, following up on proposals, engaging in new partnership relations etc.
- Planning and execution of ICARS’ communication activities, including the development of our website, ongoing communications through social media, development of our communications strategy, targeted messaging etc.
- Any other task as assigned by your line manager.
Your qualifications
To enjoy and succeed in this position, you:
- Should hold an advanced level university degree (master’s equivalent degree) in any subject relevant to public health, communications, social sciences, project management, business administration or other relevant field.
- Can document at least 7 years of successful experience in public health or non-profit administration, advocacy and outreach work donor relations management or fundraising.
- Have previous experience in taking on a leading role in a team, formally or informally.
- Understand and adapt to various communication styles to effectively collaborate with diverse team members and stakeholders.
- Have a successful track record of handling negotiations with integrity and diplomacy.
- Assertively communicate difficult messages with clarity, empathy and sensitivity.
- Are collaborative, persuasive and trustworthy by nature and manage conflict situations with integrity.
- Thrive with external facing representation of your organisation.
- Possesses strong interpersonal skills to interact smoothly and constructively with external stakeholders, your team members as well as global project teams.
- Are experienced in resourcing, communication and reporting.
- Demonstrate proficient English skills – in writing, editing and verbal communication. Knowledge of other global languages such as French, Spanish, Arabic etc., are desirable.
Terms of employment The employment terms and conditions will be based on the collective agreement between the Danish Ministry of Finance and the relevant, negotiable trade union. The position is classified as Chief Consultant with Personnel Management (“Chefkonsulent med personaleledelse”). This includes – among other benefits - a base salary, supplements depending on qualifications, and a pension scheme.
For non-Danish citizens living outside Denmark, relocation is a requirement. In this case a monthly relocation supplement and a relocation package consisting of a lumpsum and administrative assistance by settling in Denmark is added to your salary.
Please note that your total income is subject to taxation according to ordinary Danish tax rules and not under special beneficial tax schemes.
