ICARS supports the development and implementation of cost-effective and context-specific solutions to mitigate antimicrobial resistance in low- and middle-income countries (LMICs). ICARS works with national, regional and international partners to champion a participatory, cross-disciplinary research approach. The Monitoring, Evaluation, Accountability, and Learning (MEAL) team at ICARS is involved in project development, implementation, evaluation, and supports project management while extracting learnings across projects and facilitating internal managerial processes.

To reflect the growth of ICARS we are strengthening leadership by hiring a Team Lead to lead the MEAL Team and roll out strategic projects.



About ICARS

The International Centre for Antimicrobial Resistance Solutions (ICARS) was established by the Danish government in 2019 with a mission to support the development of evidence-based solutions to mitigate antimicrobial resistance (AMR) in low- and middle-income countries (LMICs) across the human, veterinary and environment sectors taking a One Health approach. ICARS was initially part of the Danish Ministry of Health but became an independent self-governing institution in November 2021.

While the LMICs are responsible for implementing the solutions, ICARS supports the initiatives through scientific, technical advice as well as proven intervention methods to ensure sustainable, scalable AMR mitigating solutions across the One Health sectors in the project country.

About the position

As Team Lead for the MEAL Team, you will work closely with the Director of Operations and the other teams in ICARS, not least the science team, to deliver on our strategies and commitments.

As Team Lead you will oversee, and together with your team (presently 8 positions) contribute to, the MEAL-team delivering on ICARS’ monitoring, evaluation and learning activities outlined in the overall work plan for the organisation, as well as the accountability aspects of upstream grant management with external donors. This role is crucial in aligning activities with ICARS' mission and facilitating communication across departments while leading strategic initiatives. Your line manager will be the Director of Operations.



Your main areas of responsibilities:

  • People Leadership:
    • As line manager for the team you will handle all HR matters in the team (with support from our HR-team): recruitment, Employee Development Dialogues, 1:1 conversation, support individual professional development, sick leave follow-up, supervising, time management and approvals, vacation planning, onboarding new staff members etc.

    • Develop and refine staff resources to enhance the team's capabilities and efficiency.
    • Distribution of tasks among team members, considering individual strengths, current workload and well-being.
    • Ensuring that tasks are completed with quality and on time.
    • Provide ongoing individual feedback to enhance job performance and team effectiveness.
    • Approval of travel plans and costs, and ensure that approval forms, safety regulations and other guidelines are followed.
  • Lead strategic processes, including action plan formulation, and roll out of a new Project Information Management System

  • Responsible for overseeing the MEAL team’s budget.

  • Manage the MEAL setup for an expanding portfolio of projects in LMICs.

  • Lead data entry, collection, and analysis processes to inform decision-making and project adaptations.

  • Develop monitoring frameworks that align with MEAL best practices.

  • Contribute to design and implement a robust ICARS evaluation framework.

  • Tackle ad hoc tasks which offer opportunities for diverse experiences and professional growth.



Your qualifications

To enjoy and succeed in this position, you:

  • Should hold a degree (master or PhD) in Social Sciences, Economics, International Development/Relations, Public Health or a relevant field.

  • Can document at least 7 years of successful professional experience in research and monitoring and evaluation, including experience with donor-funded projects.

  • Demonstrate in depth knowledge of research methodologies and practices to foster a significant contribution to the design, implementation, and evaluation of ICARS’ projects.

  • Are experienced working in LMICs and are well acquainted with the ICARS project model and methods.

  • Have previous experience in taking on a leading role in a team, formally or informally.

  • Understand and adapt to various communication styles to effectively collaborate with diverse team members and stakeholders.

  • Assertively communicate difficult messages with clarity, empathy and sensitivity.

  • Are collaborative, persuasive and trustworthy by nature and manage conflict situations with integrity.  

  • Are experienced in project management, particularly in monitoring and evaluation of donor-funded projects.

  • Possesses strong interpersonal skills to interact smoothly and constructively with external stakeholders, your team members as well as global project teams.

  • Demonstrate proficient English skills – in writing, editing and verbal communication.



Terms of employment

The employment terms and conditions will be based on the collective agreement between the Danish Ministry of Finance and the relevant, negotiable trade union. The position is classified as Chief Consultant with Personnel Management (“Chefkonsulent med personaleledelse”). This includes – among other benefits - a base salary, supplements depending on qualifications, and a pension scheme.

For non-Danish citizens living outside Denmark, relocation is a requirement. In this case a monthly relocation supplement and a relocation package consisting of a lumpsum and administrative assistance by settling in Denmark is added to your salary.

Please note that your total income is subject to taxation according to ordinary Danish tax rules and not under special beneficial tax schemes.
