Based in your home country, this exciting role will work closely with the nine Alliance Members, to support the Alliance in the delivery of its objectives as well as tangible performance benefits for its customers. The Borealis Alliance Director is a key role of the Borealis Alliance, reporting directly to the Alliance Board.
BOREALIS ALLIANCE
The Borealis Alliance is an Air Navigation Service Provider (ANSP) Alliance, that was created in June 2012. The nine members are:

It’s a collaboration of several northern European Air Navigation Service Providers (ANSPs) – main focus Air Traffic Control – working together to enhance the efficiency, safety, and sustainability of air traffic management across some of Europe’s busiest and most complex airspaces.
By harmonizing procedures, sharing technology, and developing common operational concepts, the alliance helps reduce fragmentation in European airspace. This cooperation delivers real value to the aviation world by improving flight efficiency, lowering environmental impact, and supporting a seamless experience for airlines and passengers across borders.

To lead and coordinate strategic programmes within the Borealis Alliance, focusing on collaborative delivery across multiple organisations/teams.
The role centres on securing external stakeholder commitment, aligning cross-organizational resources, and driving forward shared objectives in a highly regulated/complex environment.
ACCOUNTABILITIES
The Director reports to the Board and/or assigned delegates and has the following accountabilities:
- Shape and drive alliance-wide programmes that deliver strategic outcomes, ensuring coherence across member organisations/teams.
- Influence and negotiate with partner organisations/teams to contribute personnel, expertise, and tools in support of programme activities.
- Establish and maintain programme governance structures that reflect organisation dynamics and ensure transparency and accountability.
- Ensure programme objectives align with the Alliance's strategic goals and reflect the collective interests of its members.
- Represent the Alliance in external forums, working groups, and bilateral engagements to promote shared positions and secure visibility for programme outcomes.
- Build trusted relationships with external partners, regulators, and member organizations/teams to secure their active participation and resource support.
- Identify and manage risks related to stakeholder alignment, delivery dependencies, and reputational exposure.
- Develop and deliver annual Alliance business plan and budget
- Organise and develop appropriate materials for Board, Accountable Representatives and other Alliance meetings as required
- Oversee appropriate Alliance communications activities
SCOPE
- Budget: Management of limited Alliance budget to support delivery of strategic objectives. Indirect influence over resources required to deliver outcomes: relies on partner contributions rather than direct financial control.
- Team Composition: Cross-organisational teams formed through stakeholder engagement and voluntary participation.
- Influence Level: High-level engagement with senior representatives across member organisations/teams, regulators, and trade associations/industry partners.
- Delivery Model: Collaborative, consensus-driven and reliant on shared ownership.
QUALIFICATIONS, EXPERIENCE, SKILLS AND PERSONAL QUALITIES
The successful candidate should possess the following qualifications, experience, skills, and personal qualities:
- 5+ years’ experience, ideally within the Air Traffic Management (ATM) industry and/or transport/aviation industry
- Proven experience in programme management within multi-stakeholder environments.
- Strong interpersonal and influencing skills, especially in contexts without direct authority.
- Fluent/proficient in English, with excellent communication skills, both verbal and written
- Excellent communication and diplomacy, with the ability to navigate complex political and organizational landscapes and to engage with both senior and technical representatives.
- Experience in international or cross-border collaboration desirable but not essential.
- Strong presenter and/or communicator when representing the Alliance on Conferences, Webinars or online meetings.
DESIRABLE ATTRIBUTES
- Ability to operate effectively in low-resource environments.
- Driven to deliver results independently and with limited direct oversight.
- Skilled in building coalitions and securing voluntary contributions.
- Comfortable with ambiguity and adaptive planning.
- Experience in aviation, transport, or regulatory affairs desirable.
The role will be a full-time role for a period of 24 months with the possibility of extension through board decision. The job post is within the Alliance and your primary location will be your home country. The salary for the position will depend on qualifications and experience. The job will require frequent travel mainly within the Alliance member countries, likely averaging once per month.
